One buyer intent, one canonical owner

D2 does not create a new UK URL merely because a synonym exists. Before opening a page, the intent is classified as KEEP, EXPAND EXISTING, NEW PAGE, HOLD or a proposed merge/deprecation.

This prevents thin pages competing for the same question.
